It is not safe. You are allowed to use a 15 amp rated outlet on a 20 amp circuit simply because it is expected that the cord that’s plugged into the outlet should not exceed 15 amps by code. The current conducted through the front of the outlet is added to the 20 amp branch total at the wire, not within the outlet itself. In theory, if heat dissipation isn’t an issue, you could install a 15 amp rated duplex outlet on a 30 amp circuit and be just as safe because the top could handle 15 amps and the bottom could handle 15 amps.
